If you look at the SAM Photovoltaic Model Technical Reference you should be able to decode most of them. Somewhere around page 40 URL is www.nrel.gov/docs/fy15osti/64102.pdf (on page sam.nrel.gov/performance ). Try Table 12, p39 (43 of the document), Table 13, p 41, table 14, p44, ...

I also uploaded the latest versions of the library CSV files to the Libraries and Databases web page for anyone who wants to use the data without installing SAM. The links are at the bottom of the page.
