Dear Charlie,

Yes. They agree that there is a bug with the Fossil Fill algorithm for the generic CSP model and are working to fix it. We may release a patch to SAM 2016.3.14 that includes the fix. Otherwise, it will be in the next version of SAM, which we will probably release toward the end of 2016.
