Solar Prospector temperature data

What is the source for the temperature and wind data in the Solar Prospector files? I understand that the TMY2 files get temperature and wind data from the NCDC ISD database but cannot find a reference for the Perez/SUNY data avaialable via Solar Prospector. Thanks.
