Does an input of 45 degrees mean the tracker rotates 45 degrees in both directions from the centerline for a total rotation of 90 degrees, or only 22.5 degrees from centerline in each direction.

The former. A tracker rotation limit of 45 degrees means that the tracker rotates 45 degrees in both directions from the center line.
