Tiered Rates Handling

Hi Tom,

I think you correctly understand the Utility Rates page. We've made some changes to it that we will be testing in the Beta version we plan to release later this month that allow you to assign both a buy rate and sell rate to each tier. I think that may address your concern. Please keep an eye out for the Beta release announcement in a week or so, and let me know if the change helps.
