Do you have available the excel workbook with the wind cost model mentioned in these publications? The first one appears in your resources for system cost data, and the second on seems a previous version.

Yes. The NREL Wind Cost and Scaling spreadsheet model is available with the SAM 2013.1.15 distribution. You can find it in the samples folder of your SAM installation folder. By default in Windows, the full path to the folder is C:\SAM\2013.1.15\samples\.
