Hi Muhammad Irfan,
For SAM's Residential and Commercial financial models, the sell rate is not available in the Energy Charges table for the net energy metering option. It is available for all of the other options:
If you are modeling a flat rate with no time-of-use rates or tiers, set the number of entries to 1 so that the table has only Period 1 and Tier 1, and then set the Period in the weekday and weekend schedules to 1 for all months and hours by selecting the entire schedule matrix and typing a "1". You can then set the flat buy and sell rates in the Energy Charges table:
