Hello,
SAM's Detailed PV model reports the beam and diffuse POA clear sky irradiance that you could use to calculate a clearness index.
You can also access clear sky irradiance data from the NREL National Solar Radiation Database Data Viewer at nsrdb.nrel.gov .
