SAM only begins to show output at wind speeds above 14m/s

SAM 5.1.0 (model attached)
Data: From NREL Wind Toolkit South Atlantic Offshore, site 244529 (file attached)
Issue: SAM only begins to show output at wind speeds above 14m/s, though this turbine starts outputing at 3m/s, with max output at 10 m/s
Turbines: 165 of 2020 ATB NREL Reference 15MW 

Also the CF is 0.4%, and monthly and annual outputs are two orders of magnitude below expected output.

Hi Will,

I think the air pressure data in your file is off by a factor of 100. The values are in the range of 995 Pa instead of 99,500 Pa. I tried modifying your weather file by replacing the column of air pressure with values in the correct range and got simulation results that made more sense.

Note that SAM ignores columns of data in the weather file that it doesn't recognize, so you can keep the old pressure data in your file as long as the column heading does not contain "pres".
