Dear Rahmi,
The fossil backup cost category is for costs associated with the fossil backup components, if fossil backup is included in the system.
SAM considers the Linear Fresnel system to include fossil backup if the fossil fill fraction for one or more of the periods under "Dispatch Control" on the Power Cycle page is greater than zero.
