        Are there any updates (

) to if the U.S. Utility Rate Database will be updated to reflect the NEM 3.0 rate structure? If we need to update the sell rates for NEM 3.0 manually, can you please advise on the process to do so?

The Utility Rate Database (URDB) is a separate project from SAM, and I'm not sure what the status on updating it is. I do not believe there is currently funding in place for updates.
This article from Aurora Solar provides some insight into how you might model California NEM 3.0: aurorasolar.com/blog/explaining-and-modeling-californias-net-billing-tariff-nem-3-0/
In SAM, download the rate for your utility from the URDB, compare it to the rate sheet and make any corrections.
Then, set the Metering and Billing option to Net energy metering with $ credits:
 
Next, set the sell rate for each time-of-use period in the energy charge rate table to the appropriate export rate:
