cannot simulate

Cannot open/ input weather data was created by YULAN LI
Hi,
I try to run the simulation after I input the weather data.
But the system gives this error message. 
I am not sure what I did wrong.

I am not sure what happen to the weather file, they said it is missing wind data? 
I cannot run the simulation.

They say I am missing some wind data to simulate., 
I am not sure what happen. I attach my weather data here also
