Electricity Bill with and without is the same

I've modeled a hypothetical photovoltaic commercial system using the multifamily energy load model and don't know where I've gone wrong. No matter of any scaling of the load, I get a graph showing the energy load and energy created that looks like it ought to be working, but it shows zero payback and the electricity bill with system is the same as energy bill without system.

Please review the inputs on the Electricity Rates page. For some metering and billing options, a sell rate of zero in the energy charge table can result in no electricity bill savings. If you would like me to help troubleshoot, please attach a copy of a.sam file that shows these results.
