is it possible to design a battery system on an existing PV system? We have 15 minutes data of PV production, consumption data from the grid and power data to the grid all 15 minutes data. The generated and consumed energy is bought and sold at hourly prices.

Yes. You can use the Generic System - Battery model to import the PV system's generation profile as demonstrated at about Minute 30:00 in the SAM 2020.2.29 Behind-the-meter Sorage webinar listed here: sam.nrel.gov/battery-storage/battery-videos.html.
