It is up to you to decide how to assign costs to the different categories on the System Costs page. SAM uses the total installed cost as input to the financial model, so it how you assign the costs does not affect the results.
You could include the tracking device costs as part of the balance of system costs, and if there are any maintenance or replacement costs, be sure to include those in one of the operation and maintenance (O&M) cost categories.
Also, be aware that when you change inputs that affect the system design, location, or other assumptions, SAM does not automatically adjust costs that might be affected by the change, so you have to change them yourself.
