Hourly albedo issue (2018.11.11)

Hi,
For the Detailed Photovoltaic model, I've noticed a change in the way SAM 2018.11.11 handles weather file albedo compared to SAM 2018.8.13 (beta version) and I'd like to know if this is intentional or a bug.

I think it's a bug:)

With 2018.8.13, if I checked the box "Use albedo from weather file if available" on the Location and Resource Page, the model would run even if no albedo data was present in the weather file. If not data was available, SAM would use the manually entered monthly albedo values in the simulation.

With 2018.11.11, if I checked the box "Use albedo from weather file if available" on the Location and Resource Page, the model WILL NOT run if no albedo data is present in the weather file.

Please review and let me know if this is as desired?

This is an issue that we have fixed. We will include the fix in SAM 2018.11.11 r2, which we plan to release later this month (January 2019).
