In the SAM user interface, you can see that the location of the meter, in front of, or behind the meter affects the options available for the storage dispatch controller. For example, the two peak shaving options are available for behind-the-meter applications, but not front-of-meter applications.
SAM determines whether the battery is in front of or behind the meter based on the financial model: For Residential, Commercial, and Third Party Ownership (any model with a building load), the behind-the-meter options are available. For the PPA models (Single Owner, Partnership Flip, etc.), the front-of-meter options are available.
If you are interacting with the SSC API directly, the options are not limited, so you have to be careful to enable options that make sense for the scenario you are modeling. I would recommend using the SAM user interface as a guide for setting values of SSC inputs.
