Hello,
That error might be caused by the location of your weather file being too far from one of the TMY3 sites. Would you mind telling me the latitude and longitude of the location you are trying to model?
Best regards,
Paul.

Dear Scott,
The building load database only has data for the 1,454 stations used to generate data for the old NSRDB TMY3 data set. Those stations are all in the United States, and are listed on the TMY3 website:
NSRDB 1991-2005 Update
That means that it is not possible to use SAM's Download Electric Load macro to download load data for locations outside of the U.S.
Note that the most up-to-date weather data from the NSRDB is available via the NSRDB website:
nsrdb.nrel.gov/
Best regards,
Paul.
