Hello,
The return on equity calculation is described in SAM's Help system. It is a new calculation that we added in response to a request from SAM users in India:
The Return on Equity input allows you to use SAM to calculate a percentage of the project equity in the results. The return on equity input does not affect the value of the net present value, levelized cost of energy, PPA price, internal rate of return or other financial metrics.
For example, if you specify a return on equity of 15.5% for a project with $100M of equity, the annual return on equity reported in the Data tables on the Results page is $15.5M.

An annual percentage of the project equity representing. You can specify a single value or use the Edit Schedule window to specify values for each year of the project cash flow.
