hello Paul , i want to convert Tunisia (INTL) SAM 2015.6.30 weather file to TMY3 SAM 2014.1.14 , in order to simulate with cavity receiver . thanks .

Dear Melek,
You have three options:
The first is to download the weather file it its original EPW format, which both SAM 2014.1.14 and SAM 2016.6.30 can read:
EPW Weather File for Tunisia
The second option is to use the TMY3 Creator in SAM 2014.1.14. It is a little tricky to use, but you can use it to cut and paste data from the CSV file into SAM and it will save it as a TMY3 file. Please see the instructions in Help for SAM 2014.1.14 for details.
The third option is to use Excel to convert the SAM CSV format file from SAM 2014.6.30 to the old SMW format that SAM 2014.1.14 used for CSP simulations. You can see a description of the SMW format in the SAM 2014.6.30 Help system.

Hello,

The "TMY3 Creator" feature is not available in newer versions of SAM because we started using the SAM CSV format, which is easy enough to use with your own data. If you have weather data you want to use with SAM, please put it in the SAM CSV format. You can find a description of the format in SAM's Help system, and on the Weather Data page: sam.nrel.gov/weather
