Hello,
Based on the date ranges you mention, I assume your question is about data in the NREL National Solar Radiation database (NSRDB).
For the 1998-2014 data (PSM), the NSRDB website lists the source of snow data as MERRA, so you might be able to find out about the snow data there.
The snow depth data for the 1961-1990 data (TMY2, now called MTS1 in the new NSRDB) is available in the files that come in SAM's default solar resource library, or using the NSRDB data viewer and choosing options on the MTS1 tab.
In general, you may want to address questions about the NSRDB data to the team that manages that data. You can find contact information and support forum on the NSRDB website.
