Cannot find the 'Create Own TMY3' button in SAM 2015.6.30 version was created by guo1121

I recently installed the SAM 2015.6.30 version. I need to create some TMY3 format weather data. It is supposed that I can find a 'Create TMY3 Data' button on the Location and Resource page. However, there is no such button. there are only four buttons: View hourly data, Refresh library, Folder settings, and Open library folder Can anyone help? I attached the screen shot in the attached Word file. Thank you.
