SAM's solar and utility-scale wind models use different data for wind speed. If you compare wind speed data reported in the results for a solar case and a utility-scale wind case, you should expect see different wind speeds.
The utility-scale wind model downloads wind speed data for the location you specify on the Wind Resource page from NREL's Western Wind Data set

, while the solar models use the wind speed from the TMY2, TMY3, or EPW file that you choose on the Climate page.
