Is there a way to define the net metering time period for the end-of-year true-up?
SAM assumes that the end-of-year sell rate applies to the end of the calendar year, December 31. For now, there is not a way to change that date.

Let's try that again. Would it be possible to add a data input table that would allow users to enter specific dates for a net metering year?

If SAM adds a true-up period function, to simulate California Net Energy Metering excess generation $ credits should apply to the first months of the true-up year as well as the months following excess generation. The current SAM version shows a high electric bill in January even if there is a net excess by the end of the year.

Thank you for the suggestion. We are hoping to get support to make more modifications to SAM's electricity bill calculations, including better handling of how excess generation is credited between years.
There is a lot of variation across the country, both in net metering policies and in how individual utilities are interpreting those policies, and at the moment SAM does not model many of the details in those variations.
