Receiver turndown parameters

In the molted salt tower, the receiver starts up while the next conditions are achieved:
• Minimum receiver turndown fraction: required power in the receiver to startup
• Receiver startup delay time: the available time to achieve the energy.
• Receiver startup delay energy fraction: required power during the delay time to achieve a certain energy for startup the receiver.
Is right the consideration I have done? It can be resumed as two requirements, on one hand the minimum power and on the other hand the minimum absorbed energy during a certain time.
