I am modeling Electricity Rates as a tiered rate without time of use. Upto 700000 kWh, the buy rate is x. Beyond that, the buy rate is y. I setup these rates and found that the second tier rate is never used, even though on all months the modeled load is greater than 700000 kWh. What am I missing? Is a tier Max Usage of 700000 kWh something that SAM is not programmed to handle. Are there some undocumented limitation?
The objective of my modelling is that in India, grid power is unreliable. When grid power fails, we switch to diesel generates which have a much higher cost. This was the only way I could model two different sources of energy.

Hello,
Please be sure to check the "Enable net metering" box at the top of the Electricity Rates input page. Without net metering, SAM calculates tiers on an hourly basis instead of monthly.
